'debian/patches/stop-gpg-agent.patch is not needed (and breaks the build
if there is) with gpg 2.2.

Without this patch the dpkg-buildpackage step works well.

I guess that was necessary for version 2.1 of gpg, but after the
building of the python-pbr the gpg package is updated to 2.2.

$ lsb_release -rd
Description:    Ubuntu 18.04.1 LTS
Release:        18.04

$ apt-cache policy gpg
gpg:
  Installed: 2.2.4-1ubuntu1.1
