Ubuntu-make just released version 18.09.

Cosmic has version 18.05 in the repo, and 18.09 introduced a new set of fixes.
Some frameworks were rewritten so avoid issues.
Eclipse now works again, that was the main issue for this release.
Other new frameworks were introduced.
The test infrastructure built in the repo works successfully,
and there are no dependencies, so it will not break anything.
Also there is a version in a PPA that has been reported to fix the previous
issues by users.
