As to Joshua's question: Customization of hostname is using "hostnamectl set-hostname theNewHostName" which requires 'dbus.service' is running. We found the dbus.service might not be running when perl/cloud-init executes the hostnamectl command on Ubuntu18.04 (Open-vm-tools v10.2.0).
