I agree. It appears that version 0.130ubuntu3.3 is broken again.

When looking at the changelog here:

/initramfs-tools_0.130ubuntu3.3/changelog

...and comparing it to the changelog at:
http://changelogs.ubuntu.com/changelogs/pool/main/i/initramfs-tools
/initramfs-tools_0.130ubuntu3.2/changelog

...it looks like the Steve Langasek's fixes introduced in version
0.130ubuntu3.2 to fix this bug are lost in package version
0.130ubuntu3.3.
