I tried both ftp and ssh as those are the access methods for the servers I use. c) fill the numeric or symbolic ip address (got the same behavior from both) d) fill in any path and user information as appropriate (again I tried with and without). e) click on the appropriate button.

Absolutely nothing happens. No error dialog, no timeout message, nothing. I did not try to go browsing through the logs as I have no clue as to were nautilus might dump things.
