I agree with the idea of showing that dialog but the dialog doesn't make any mention that it only affects Flatpak. I think people would reasonably expect those settings to affect other apps, in particular Snaps. Ubuntu ships some snaps by default since 18.04 LTS. Also please mention this bug report in your commit message. I'll let Robert review.
