Public bug reported:

Until the last release (16.04 LTS), I was able to set the hardware clock
to local time using the below command:

timedatectl set-local-rtc 1

But since Bionic, this feature no longer works. Above command doesn't
have any effect at all after reboots.

** Affects: systemd (Ubuntu)
     Importance: Undecided
         Status: New
