Thanks for the tests Lonnie. So it looks like it's a bug that was fixed
in chromium 69 (and you were not seeing it in chrome because the latest
stable release is 69 already, whereas I'm in the process of updating the
chromium packages to 69 in Ubuntu).
It's not necessarily something wrong with permissions/ownership of your
file system. It could very well be NVIDIA-specific (I have an Intel GPU
here).
Given your feedback, I'm going to mark the bug fixed (chromium-browser
69.0.3497.81-0ubuntu1 is in cosmic and will make it to
{xenial,bionic}-security soon).
