I'm afraid that's not true Matt. The only sleep statement, or even non-zero duration, in our shutdown sequence is between sending the TERM and KILL signals now; and that sleep statement is by far the longest period within the entire sequence.
A fast machine is able to reach the point at which the sound card is muted in well under a second.
