Actually, I think the issue is more that there are no gnome-shell theme options shipping with Ubuntu. You shouldn't need to install user themes in order to get a consistent experience, and setting up a consistent theme appears to be quite hard for the average user in 18.10.
One easy solution (for example) would be to ship the gnome-shell theme from 18.04 (as, say, Adwaita) so you could apply it with gnome-tweaks- tool to the shell.
