Ok, then this is the issue. I'll mark the libvirt task invalid. When the file is empty on boot it will be generated. So the problem must be that someone booted the image before making it a golden image.
Many people try to do that to do modifications to the image and then try to clean up and make it pristine again. But my personal experience and recommendation really is - an image is never allowed to instantiate before cloning. Customization should be done via cloud-init [1] which has many ways to provide meta-data and can do all you want right on initialization as needed.
