Unity is still supported as a community project.

 gnome-shell does not work in production for my business as it doesn't
respond correctly to a touchscreen and I can't just stop my entire
company and wait for months for a fix.

The whole point is that we can choose whatever desktop environment that
fits our needs. Unity migrated forward with 18.04 and should work
exactly as it did in 16.04.

The whole point of an upgrade is to improve the system. gnome-shell
actually breaks Ubuntu to an unusable state. For businesses running in
production this is not a reasonable expectation to just use gnome-shell.
When a properly working desktop environment is available, namely Unity.
