I have the same problem (driver=r8169),Ethernet does not work after resume from suspend.
It works perfectly well with kernel 4.13.0-31. In other words the Ethernet continues to work after resuming from suspend. But with kernel 4.15.0-32 the Ethernet does not work after resuming from suspend.
