Chelmite, I cannot confirm this on either Xubuntu 18.04 or Ubuntu 18.10, the current development version. I have tested on packages for which an update is and is not available.
Please can you "Reload" to refresh the list of available packages and try to view the changelogs again. May be it was a temporary problem connecting to changelog server/database? If you still cannot view the changelogs please run once in a terminal: apport-collect 1781994 and change the status of the bug report back to "New".
