I found out that if I slow down the boot process by using ctrl-s, swap appears to pass:

Aug 07 06:13:07 vmc-pc systemd[1]: Activated swap /dev/disk/by-uuid/39f23cab-3322-438e-becd-56e468346656. It appears to be a "race" condition. somewhere it test for swap before it should have.
