Public bug reported:

I noticed this problem immediately after updating GNOME Shell to 3.28.3
this afternoon.

If I log in the super key works as normal as does "Show Applications".
If I then start an application and then use the super key I cannot again
use any open application. I have to close applications from the
launcher. Logging out and back in again is necessary to restore proper
functionality.

At first I thought this would only affect my main user but I also have
two other users set up. Their profiles have not been customised. I see
the same behaviour with both users. Any display of Activities or Show
Applications prohibits any further use of opened programs.

I've disabled all extensions but the problem remains.
