Setting "supervised systemd" in /etc/redis/redis.conf did not help still
issues when running systemctl enable.

root@ubuntu-bionic:/vagrant# systemctl enable redis-server
Synchronizing state of redis-server.service with SysV service script with 
/lib/systemd/systemd-sysv-install.
Executing: /lib/systemd/systemd-sysv-install enable redis-server
Failed to enable unit: Unit file /lib/systemd/system/redis-server.service is 
masked.

root@ubuntu-bionic:/vagrant# systemctl unmask redis-server.service

root@ubuntu-bionic:/vagrant# systemctl enable redis-server
Synchronizing state of redis-server.service with SysV service script with 
/lib/systemd/systemd-sysv-install.
Executing: /lib/systemd/systemd-sysv-install enable redis-server
Failed to enable unit: Unit file /lib/systemd/system/redis-server.service is 
masked
