Then I thought what might be different on my system, because this kind of error should normally affect more people. I remembered a BIOS update some weeks ago. Before attempting to downgrade I had a lucky guess and deleted the BIOS update file (9343_A17.exe) from /boot/efi - et voila: the problem seems to be gone. Can other affected people please try to check their /boot/efi partition for unneeded files? I updated my BIOS using this method (putting the exe file from the Dell support page to /boot/efi and then choosing BIOS update in the F12 boot menu) since months or even years. So this issue definitelly is a regression within Ubuntu.
