I'm trying to install version 2.2.3+dfsg-2 of libgdal-dev in Ubuntu
18.04 LTS.

There don't appear to be broken packages.

ralmond@Cherry:~$ sudo apt-get -f install

0 upgraded, 0 newly installed, 0 to remove and 0 not upgraded.

I suspect what is going on is that there is a conflict with between
default-libmysqlclient-dev and libmariadbclient-dev (I have version
1:10.1.29-6 installed).

I'm reporting this as a bug because I suspect it is a dependency error
in the packaging.  I think the dependency can be satisfied with either
MariaDB or MySQL, but the package is only configured to take the one.
