This is an Ubuntu-specific package not present in Debian, and it's
unclear to me that there is an Ubuntu maintainer.  There is no newer
upstream release available at <http://sourceforge.net/projects/tboot/>.

If someone is interested in keeping tboot in Ubuntu, they should fix
this build failure.  If this remains unfixed, I will plan to remove the
package from Ubuntu before the 18.10 release.
