this is Kubuntu 7.10 desktop amd64, as stated in the bug title/body.

in a terminal, i ran xev | grep -A2 --line-buffered '^KeyRelease' |
sed -n '/keycode /s/^.*keycode \([0-9]*\).* (.*, \(.*\)).*$/\1 \2/p'
and then i pressed Fn,UpArrow,DownArrow and then i released Fn key,
and pressed A, and then i pressed Fn,F3. this is the output

212 NoSymbol
212 NoSymbol
101 NoSymbol
101 NoSymbol
38 a
241 XF86LaunchB

i think Fn+F3 works (which has a battery sign on it, and when pressed
shows the battery/cpu usage u would see when u move ur pointer over
Power Manager in system tray) but Fn+Up and Fn+Down does not work
(they are supposed to increase decrease screen brightness according to
the signs on them).
