And in case you came from a not perfectly up-to-date system and (dist-)upgraded to 18.04, you might have missed a fix that is needed for the upgrade (LP 1766727). Be sure to be up-to-date on the OS you going to upgrade from - means do an "apt full-upgrade" prior to the "do-release-upgrade" to be on the save side. I'm changing bug this to invalid.
