4.15.0-24-generic resolved the problem for me. This issue was affecting my Asus N53SV Laptop with "RTL8111/8168/8411 PCI Express Gigabit Ethernet Controller" It seemed to be more likely to happen after suspend if I had put everything into low power mode with powertop, but I'm not certain about powertop's influence.
