In the meantime the problem got fixed in the upstream v4.18.0-rc1 kernel by this commit:

I have confirmed that compiling v4.18.0-rc1 without this commit shows the horizontal lines again. This is in agreement with my earlier findings in comment #23. Let me know if you need more information.
