This is still an issue. Network Manager doesn't seem to have any idea if
the link is up or not.

Isn't it reasonable to expect NM to be more aware on the current link
status? If I disconnect a network cable and then reconnect another
cable, nothing is beeing done from NM. The expected behaviour here would
be to first down the interface when disconnecting and then to send out
dhcp discover when a new link has been found.
