** Description changed:

mouse stutters when moving. This started after update from Ubuntu 16 to 18.
Mouse is fine on initial boot, but after any shell window opens, the mouse then
stutters in its movement. clicks work fine. almost looks like mouse is not
getting its irq interrupts.
  Description: Ubuntu 18.04 LTS
  Release: 18.04
