This is also happening on my desktop (Nvidia graphics) and laptop (Intel 915 
graphics).
It's when the Compiz Desktop Effects are turned and is specifically related to 
the Wobbly Windows feature. 

Install compiz-settings-manager and turn off wobbly and the defect
disappears.

Alternately, in the wobbly settings, pushing the top two sliders
(Friction and Spring IIRC) to the far right, and the two below those
nearer to the left side (but not all the way) really minimizes the
effect.

Ideally, I'd like to be able turn off the 'stickyness' of the wobbly
altogther, as it bugs me, but I see no option for this.
