I can install them just fine so I wondered what is wrong in your case.
Then I found in your logs that actually some apache mods failed.
>From your log:
 error processing package libapache2-mod-php7.2 (--configure):
 installed libapache2-mod-php7.2 package post-installation script subprocess 
returned error exit status 1
And then I found:
  modified.conffile..etc.apache2.mods-available.php7.2.conf: [deleted]
  modified.conffile..etc.apache2.mods-available.php7.2.load: [deleted]

I assume you manually rm'ed these files.
>From that on dpdk has to consider that change an intentional config change.
You'd need to purge and reinstall libapache2-mod-php7.2 to get them back, see

(or otherwsie fix your configuration so that it can work).
Then your updates will work again.
