What this very bug report is about is a little blurry since the focus changed into different directions over time.
It is my understanding that https://bugzilla.kernel.org/show_bug.cgi?id=196683 is a hardware (design) bug, which is not going to be fixed (and could not be fixed or properly mitigated) in Linux. The only way to mitigate it in Linux would probably be to constantly burn CPU cycles (as Windows does, which appears to be why it does not get to trigger there).
