In the second beta build, things like ipython or jupyter couldn't be
invoked via bash if installed via pip or pip3. This was fixed, I think
indirectly via a patch to bash, a few days before release. To future
travelers, a full reinstall is required because it was fixed after
upstream patches were cut off to the installations that started with
beta 2.
