In Ubuntu 18.04, using evolution 3.28.1, evolution-ews 3.28.1 with
Exchanger server 2007, the global address list (GAL) doesn't work.

To test, just create a new email and type the beginning of a contact
name from the GAL. Normally, the name is auto-completed using the global
address list. This doesn't work.

Also, in Contacts, it is not possible to refresh the GAL. I get the
following error message: "Failed to update GAL:401 Unauthorized".

I compiled myself several versions of evolution and evolution-ews and I
found that the problem appears first in version 3.26. I currently use
version 3.24 and it works (at least the auto-complete feature works as
expected).
