Public bug reported: Was searching for a method to disable DPMS via a custom /etc/X11/xorg.conf file and discovered this bug. Under a fresh Ubuntu 18.04 minimal desktop installation, after stopping gdm3 and executing "sudo X -configure" in /etc/X11 subdirectory to create an xorg.conf file, this happens:
