I just installed the latest mainline kernel, 4.17.0-041700rc4-generic, and the 
issue persists... 
In bluetoothctl, it says there is no default controller available, and the 
"switch" in the gnome configs does nothing. 

Journalctl -b | grep Bluetooth gives me the following error: kernel: Bluetooth: 
hci0: don't support firmware rome 0x31010000
