Public bug reported:

When open torrent file using Transmission, it open dialog to add new
torrent but window doesn't bring to front or doesn't show any
notification (application is ready).

In the scenario where transmission is hidden by other application like
web/file browser, it's very confusing. Because user open torrent file
and nothing happens visually.

Affected desktop is Gnome-Shell. No third party extension is in used
related to stilling window focus.
