Public bug reported:

default url / ip based url / admin user not setup on reconfigure

It should be possible to choose to configure maas-region-controller,
without picking up default url based on ip addresses of the livefs
builder on launchpad, and instead force these to be configured, as if
from scratch, at dpkg-reconfigure time.

This inlcludes setting up the maas-url, and the admin account.

For example it could be checked if the admin account was asked/seed
before, and if not, do that reconfig and dpkg-reconfigure time. Or have
an extra question "configure new admin account" at a low priority that
could be answered by subiquity when it dpkg-reconfigures the maas-
region-controller.
