Public bug reported:

--force is kind of bad in a maintainer script, as it is really hard to
override.

For example, the only way I managed to skip that is by bind-mounting
/bin/true on top of invoke-rc.d.

Instead, the maintainer scripts should try to see if postgresql is
running, if not - try normal start, and if that fails it really ought to
skip database setup imho.... Or e.g. use force, only after trying the
non-force restart.
