I have the same issue, Having two external monitor connected to a DELL Dock TB16 and Dock connected to my Dell XPS 13 laptop. I can also confirm that dreamwalker workaround worked for me. When I activate the laptop screen the UI started working draging the screen icons on the display arrangement window in gnome settings (device) page (gnome-control-center). Then after arrangement was set I diactivated the laptop screen before confirming all by pressing apply.
