I think there are two issues: First: I can't connect at all using the free driver for RaLink: I can't even connect to unhidden unprotected networks! So this would be the free driver development issue.
Second: NM seems to be screwed (only for certain chips?). NM is not ok from version -15 onwards because when using ndiswrapper with versions -15 and -16 of nm and libnm (or whatever the name is for the nm library) I "almost" can never connect to networks (I say almost because: 1) Connecting to hidden protected networks is impossible. 2) Connecting to unhidden unprotected networks works only like 1 out of 50 times!!, if you're lucky, because sometimes you can't connect at all).
