Ignore my report. In my case, it is probably just my configuration problem, adapter for which dhclient complains that no dhcpoffers are received is wrongly set to "use dhcp", but although it shouldn't be, since it's a network card connected to an adsl modem using pppoe. It shouldn't have any ip and dhcp turned off, but I am not sure how to configure that in Ubuntu (administration/networking gui doesn't really have a lot of options), but that's another story.
