To be clear, what's really bothering me is this line in DpkgTerminalLog.txt:
Unpacking tlp (1.1-1ubuntu1) over (1.1-1) ... Which mean that the version that was there before you tried the upgrade was 1.1-1. But 17.10 (Artful) has 0.9-3. Even more disturbing is this line: dpkg-query: warning: files list file for package 'tlp-rdw' missing; assuming package has no files currently installed It seems that something went wrong during your upgrade (not necessarily on TLP's behalf) and from experience, the "--force-yes" or "--assume- yes" in DpkgHistoryLog.txt make me suspect that after that, you blindly copied command lines found on the internet to try to force the installation of some packages.
