To be clear, what's really bothering me is this line in
DpkgTerminalLog.txt:

Unpacking tlp (1.1-1ubuntu1) over (1.1-1) ...

Which mean that the version that was there before you tried the upgrade
was 1.1-1. But 17.10 (Artful) has 0.9-3.

Even more disturbing is this line:

dpkg-query: warning: files list file for package 'tlp-rdw' missing;
assuming package has no files currently installed

It seems that something went wrong during your upgrade (not necessarily
on TLP's behalf) and from experience, the "--force-yes" or "--assume-
yes" in DpkgHistoryLog.txt make me suspect that after that, you blindly
copied command lines found on the internet to try to force the
installation of some packages. Clearly, your system is now broken,
that's why I need to know exactly what you did, in order to check if
it's really TLP's fault.
