When installing from the PPA, the version in the pkgconfig file seems fine:
ubuntu@bionic:~$ cat /usr/lib/x86_64-linux-gnu/pkgconfig/libpmem.pc

libdir=/usr/lib/x86_64-linux-gnu
prefix=/usr
includedir=${prefix}/include
