I am having this same exact issue with 2 HP Vectra PCs (2000 vintage) and 2 of these have the Mitsumi CD-ROM drives. the show up as [ 60.685005] ata2.00: ATAPI: FX4830T, R02C, max UDMA/33 in dmesg. I have tried acpi=off noapic but no help.
Here are the attachments this currently with acpi=off noapic I can remove these settings and send you a new set of attachments.
