Following update from kernel 4.13.0-32-generic to 4.13.0-36-generic, my
Hyper-V 2012 R2 hosted Ubunntu servers experienced problems with memory
allocation--they reported total assigned memory less than the initial
allocation of the dynamic memory configuration, corresponding with 98%
memory utilization and over 35 load average.

I was able to boot back to 4.13.0-32-generic, and the issue went away.
I was also able to resolve the issue by changing the servers from
dynamic memory allocations (512 initial 4096 max) to static memory
allocations (4096 static).
