I managed to fix this. I had to completely remove adept (which removed apt-index-watcher, etc. etc)
then I re-installed adept and it installed properly. The only thing I can think of was that apt-index-watcher was already running when it tried to start it.. I'm not sure if that would have an affect, but by removing Adept, i saw that it stopped apt-index-watcher, and then reinstalling Adept started it back up. That's all that I can think of that went wrong with upgrading it.
