A few questions: 1)It looks like you did test 4.15 final correct? This happens identically with both 4.13 and 4.15?
2) Can you please install fwupd from proposed and start fwupd in verbose mode and share the output? /use/lib/fwupd/fwupd -v 3) did you try changing thunderbolt security levels after plugging in thunderbolt device? 4) does booting with thunderbolt or usb device already plugged in affect the results?
