Monitor: LG E1942.

Steps to reproduce:

1. Make sure that the computer and monitor are turned off.
2. Turn on the computer.
3. After some time (let's say 20-30 seconds) turn on the monitor.
4. Ubuntu is running but the monitor is in Standby mode. In my opinion the 
monitor should turn on no matter how long the user had turned on the monitor 
after the computer.
