Confirming this as well. Am on Xubuntu Gutsy Upgrade with compiz-fusion. Every Xubuntu Distro I have used before since Dapper have had this problem at some point. I was hoping this recurring problem would be solved already in Gutsy but its still here. :P
Killing/restarting xfce4-panel and adding the control worked a few times but now it refuses to be added again.
