I encountered the same problem on Xubuntu; upgrades that aren't completed for one reason or another can seriously break the system :( I used the alternative installer cd, and opened an emergency rescue shell on /dev/hda1. After a lot of questions, I got a root prompt chrooted to the harddisk, and was able to complete part of the installation. By doing dpkg --configure -a apt-get -f install any interrupted package installation was corrected. This made the system bootable again (that is, created the initrd image). After the system booted from the harddisk correctly, a system update installed some more packages. do-release-upgrade didn't want to finish the upgrade (and it had no man page!), so I hope specific upgrade procedures were finished. But the system seems to be working correctly again.
