3) Querying DNS resolvers that do not have recursion enabled should work
4) Querying DNS resolvers that do not have recursion enabled does not work

When trying to resolve a record via a nameserver that does not have
recursion enabled, the lookup fails, "ping" for example returns "Name or
service not known".

Network connectivity/firewall/etc. and namerserver configuration is
correct, dig and nslookup return the record.

When looking at the traffic with wireshark while issueing the ping
command, I can see the DNS request being sent out as well as the correct
answer from the DNS server reaching the machine.
