Perhaps formatting and reinstalling is a bit premature, you can always install the original kde control center 'kcontrol' through adept or on the command line by entering "sudo apt-get install kcontrol". Start by typing 'kcontrol' in the run command dialog; it basically has the same modules as kde-systemsettings, just organized differently.
